VA Project Creates 400 New Jobs |
Leavenworth County, the City of Leavenworth and the Leavenworth County Port Authority are pleased to announce that the Department of Veterans Affairs (VA) has selected Leavenworth, Kansas to be the location of a new Consolidated Patient Account Center (CPAC). This center will create 400 new jobs with an estimated payroll of at least $20 million per year.
The CPAC project will be located in a 60,000 sq. ft. building to be rehabilitated on the Dwight D. Eisenhower VA Medical Center grounds. The rehabilitation and reuse of these buildings was made possible through the efforts of the Veterans Administration Leavenworth for Opportunity to Reuse (VALOR) group. In 2002, the VALOR group began work with the VA to find a developer to lease the abandoned historic buildings on the campus. The developer selected was Pioneer Group Inc./Eisenhower Ridge Association (PGI/ERA) located in Topeka, Kansas.
An incentive package worth $1.5 million was put together by Leavenworth County, the City of Leavenworth and the Leavenworth County Port Authority. The incentive enabled the developer to lower the lease rate for the VA and make the location of the facility in Leavenworth more competitive.
Construction on this project will begin by the summer of 2010, with mid-year 2011 targeted as the date for CPAC operations to begin. |
Labor Availability Study Shows Workforce Opportunities in Leavenworth |

The Fort Hays Docking Institute recently finished a Labor Availability Study which demonstrates what type of workers are available and willing to change employment in Leavenworth County. The report will be a valuable economic development tool when demonstrating to potential new businesses what type of labor is available, education and experience available, desired wages and several other key points of interest.

Kansas Department of Health and Environment (KDHE) recently awarded Hallmark Cards, Inc. in Leavenworth with a 2009 Pollution Prevention Award. KDHE sponsors an annual conference and presents Pollution Prevention awards for businesses, industries, municipalities and individuals on an annual basis.

Infrastructure Committee Hosts Lobbyist Presentation |

On September 16th the infrastructure held a Lobbyist presentation at the Leavenworth Country Club to share with others the process and importance of lobbying on behalf of our community.
Ron Gaches, president of Gaches, Braden & Associates located in Topeka gave an insightful presentation on what to consider when lobbying for certain projects on behalf of your city, county or organization. He shared his 10 Lessons Learned about lobbying with the group:
1) You are the experts on your issues. Be confident, but not arrogant.
2) Prioritize, prioritize, prioritize. Focus on your most important goals and then evaluate how realistic they are.
3) Speak with one voice. Very difficult for organizations comprised of multiple entities to have influence and be effective if folks are headed in different directions.
4) Get close to decision makers – let the decision makers get close to you --- enlist their input into your decision making and gain their commitment to your priorities.
5) Identify the influential power brokers who have influence with the political leaders you are trying to influence – those folks are not always as obvious as you might think.
6) Understand the process and who actually has authority to make decisions to give you a win.
7) Understand how and when to communicate your priorities.
8) Be patient and persistent – and be ready with your priorities when the opportunities emerge.
9) Get involved in the regional and state organizations that have leverage or influence with your issues or projects – and become involved in the leadership of those organizations.
10) Have realistic understanding of the capabilities of your legislators and understand their priorities. |
